Despite describing its bureaucratic structure as flat and almost non-existent, Wikipedia does have a structure involving “administrators”, “bureaucrats”, “stewards” and the developers of the software. Wikipedians holding these titles have power over other ordinary users. For example, “administrators” have permission to completely remove pages and lock articles to prevent further edits (Wikipedia: User access levels).
